Understanding of the Study
The study is viewed as a comprehensive baseline assessment under the SSPIRIT project, created to produce reliable, nationally representative evidence on the effectiveness of Bangladesh’s largest social protection programs. It aims to evaluate program coverage, targeting performance, inclusion and exclusion errors, beneficiary awareness, access barriers, and payment experiences, with special focus on climate-vulnerable areas and host communities in Cox’s Bazar affected by the Displaced Rohingya Population. The study involves a sequential process that includes a large-scale household listing, a detailed quantitative household survey, and complementary qualitative research, all conducted in strict accordance with World Bank standards on sampling, ethics, CAPI-based data collection, data security, and quality assurance. The evidence gathered will directly inform policy discussions and operational decisions to improve the inclusiveness, accuracy, and shock-resilience of Bangladesh’s social protection system.
The study is proposed to be implemented by a consortium of ATR and CCSL, jointly applying for this assignment and working as an integrated team. Within the consortium, ATR will lead the technical aspects of the study, including survey design, sampling, data quality assurance, and advanced analytics, while CCSL will contribute deep contextual understanding, extensive experience in the Bangladesh market, and strong field implementation capacity to ensure efficient execution and delivery of high-quality outputs aligned with World Bank and SSPIRIT requirements.

Creative Consulting Services Limited is an independent market and social research firm established in 2014, with over a decade of experience conducting baseline assessments, monitoring and evaluation studies, and large-scale social research across Bangladesh. The firm has extensive experience working with rural, urban, and hard-to-reach communities, including women, adolescents, elderly persons, persons with disabilities, migrants, and climate-affected populations, ensuring culturally sensitive, ethical, and safe research practices.

Nationwide Trained Large Enumerator pool: CCSL maintains a contractual pool of enumerators and currently has 1000+ active panel enumerators across all eight divisions of Bangladesh, enabling rapid deployment and ensuring strong cultural and linguistic alignment between enumerators and study participants.
Also, CCSL performs structured training and pilot testing for each project at a centralized location with all enumerators involved in the project.

Strong Quality Assurance Protocol:
CCSL applies a rigorous, multi-layered quality assurance system aligned with ESOMAR and MRSI guidelines to ensure the highest data integrity. A centralized Control Room at the Dhaka office monitors real-time field progress, daily reporting, instructions, and issue resolution through structured logbooks. Dedicated supervisors and an independent QC team conduct systematic checks through accompanied interviews, back checks, phone validations, and surprise field visits. Up to 50 percent of interviews are audio recorded, with provision to record 100 percent when required, alongside phone-based QC recordings and on-field photographs as verification of visits. Enumerator workloads are carefully managed to protect data quality, supported by intensive training and continuous monitoring. Oversight is led by the Business Development and Quality Assurance Manager, ensuring timely delivery, methodological rigor, and consistently reliable data outputs.
